The State Duma will consider a bill that will oblige developers to coordinate all projects with chief architects.

The developers of the bill believe that the introduction of amendments will avoid violations of the historical appearance of cities and the chaotic formation of the urban environment.

Deputies from the CPRF faction submitted to the Duma a bill, under which developers would again be required to coordinate all their projects with the chief architects of the cities.The new bill proposes changes to the federal law “On architectural activity in the Russian Federation” and to the Urban Development Code. According to the text of the bill, it is planned that before the beginning of the design, the architectural authorities will issue to the customer an architectural and planning task. In case of discrepancy between the built and the completed project, the authorities have the right to refuse to grant a building permit and to put the facility into operation. Today, in order to obtain a building permit is enough to submit a scheme of “architectural solutions” that are not subject to checks and examinations.
